This is directly linked to the project strategy. Again, work breakdown structure acts as the cornerstone to define the project’s execution strategy and the associated team structure
Once the WBS is done, the next step is to perform a make or buy analysis. In broader terms this step is about deciding which all work packages will be done in-house and which all components will be either bought out (in case of off the shelf items) and which all things will be sub-contracted. Hence the project’s team structure must include owners, consultants, contractors, sub-contractors and major suppliers.
